Once her stun is down she's basically a glorified canon minion. When laning against Annie, you need to trade and be aggressive when her stun is down, for obvious reasons.

Now because you seem a little oblivious I'm going to explain how to lane against annie, and why laning against vex is basically the same. The only reason I compare them is because of their gameplay. I'd also like to point out that when I compare these 2, I do not in any case take appearance, lore, gender or any of those into account like you seem to think. Those are the only differences I can find. The only big difference is their ults, and the fact that most of Annie's spells are targeted while Vex's are mostly skillshots. Vex and Annie both have hard cc that they get from their passive periodically that they proc with their spells. If I misunderstood your statement please make sure to clarify what you meant. Both of those components combined result in what some would call point and click cc, which by your logic would mean that zed's easiest lane is one that hard counters him. Maybe you don't know but Annie has point and click cc periodically, given that her passives gives her a stun she can proc with her abilities, and Q happens to be a point and click/targeted ability.
